SECTION A — SOLICITATION INFORMATION

The Department of Veterans Affairs (VA), Office of Information &
Technology (OI&T), is seeking proposals from qualified Service-Disabled
Veteran-Owned Small Businesses (SDVOSBs) to provide managed cybersecurity
operations support services for VA medical centers across the Continental
United States. Work includes continuous monitoring of network and endpoint
telemetry, incident response, vulnerability management, and compliance
reporting against NIST 800-53 Rev. 5 and VA Directive 6500.

SECTION B — SUPPLIES OR SERVICES AND PRICES/COSTS

The contract contemplates one base period and two option periods. Offerors
shall provide a fully loaded labor-hour rate card by labor category and
an estimated total evaluated price based on the optional CLIN structure
described in Section L.

SECTION L — INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
============================================================
L.1   Proposal Submission Deadline: April 18, 2026 at 4:00 PM ET.
L.2   Proposals shall be submitted electronically via the VA eCMS portal.
L.3   Offerors shall submit a single PDF proposal not exceeding 60 pages,
      inclusive of all resumes, past performance citations, and compliance
      matrices.
L.4   Page size shall be letter (8.5" x 11"), 11-point font minimum, 1" margins.
L.5   Volume I — Technical Approach: shall not exceed 35 pages and shall
      address each Section M evaluation factor in the order presented.
L.6   Volume II — Past Performance: shall not exceed 15 pages.
L.7   Volume III — Price: shall not exceed 10 pages; shall include the
      fully loaded labor-hour rate card.
L.8   Offerors are required to acknowledge all amendments by signing and
      returning each amendment cover page.
L.9   A bid guarantee is NOT required for this solicitation.
L.10  Joint ventures are permitted; the SDVOSB partner must perform at
      least 51% of the work as specified in 13 CFR §125.18.
L.11  Offerors shall provide a Section 508 accessibility conformance
      statement for any deliverable that is a public-facing information
      and communication technology (ICT).
L.12  All subcontractors shall be identified by name, role, and percentage
      of effort in Volume I, Attachment J — Subcontracting Plan.
L.13  Offerors must submit a Section K Representations and Certifications
      package, including NAICS code 541512 size-standard representations.
L.14  Questions must be submitted in writing to the Contracting Officer no
      later than March 28, 2026 at 12:00 PM ET.

SECTION M — EVALUATION FACTORS FOR AWARD
============================================================
Award shall be made to the responsible Offeror whose proposal represents
the best value to the Government, considering both technical merit and
price. Technical and past performance factors combined are significantly
more important than price.

M.1   Technical Approach (Weight: 4 of 5)
      M.1.1  Demonstrated understanding of the VA OI&T mission environment,
             including the VA medical center network architecture and the
             VA Cybersecurity Operations Center (CSOC) ecosystem.
      M.1.2  Detailed methodology for continuous monitoring, incident
             triage, and vulnerability management under NIST 800-53 Rev. 5.
      M.1.3  Quality of proposed staffing plan, including labor categories,
             roles, certifications (CISSP, CISM, CEH, GIAC), and on-site
             presence commitments.

M.2   Past Performance (Weight: 1 of 5)
      M.2.1  Relevance of at least three contracts of similar scope
             performed within the last three years.
      M.2.2  Quality of past performance as evidenced by CPARS ratings.
      M.2.3  Record of SDVOSB compliance and 51% SDVOSB performance.

M.3   Price (Weight: 1 of 5, evaluated for fairness and reasonableness)
